Protocol parameters that affect issuers and holders directly — presale tier configuration, staking reward rates and marketplace fee schedules — are administered through a multisig-controlled process during the current phase, with changes published ahead of activation.
As the holder base and asset catalog grow, governance is intended to progressively decentralize toward $SSC-holder voting on parameter changes and new asset-class onboarding.
